Kafkaesque?

Not been an intellectual type I've never been exactly sure what the term "kafka esque" means but I think I saw an example of it on "Obcanske Judo" the consumer affairs programme TV Nova runs every Sunday.

The story concerned an "ordinary" Czech businessman who had done some business in France and wanted VAT exemption on the profits from the deal as he had already paid in France. The relevant Czech authority refused an exemption and insisted he paid the bill in full plus crippling interest payments. The reason given; the businessman had provided insufficient evidence to merit an exemption.

So, the reporter asked what evidence the guy should present in such a case . Reply: what evidence is sufficient is not for us to say but the evidence presented was insufficient. They were pressed several times on what would satisfy them but repeated again and again that's not for us to say that's for the other party to decide. Aaaggghhh!!! Sad
